It’s from 2021 though and likely hasn’t been maintained, which means it probably doesn’t work with the latest game version.
You COULD - in theory - try using a follower framework mod that allows you to make any NPCs followers/companions. Just make a child a follower via the framework mod, then dismiss them and send them off to one of your homes.
Presumably, they wouldn’t act like adopted children though. They’d act like dismissed followers - hanging out in the house and sandboxing.
