Report a translation problem
I believe the rule for anything hosted on Creations is that it cannot require other mods to function; however, I could be wrong and that might only apply to anything on Creations that costs money.
Regardless, for it to appear on Creations, the makers of SkyUI would have to upload it there or give someone permission to upload it there on their behalf.
I’m not sure, but I think the SkyUI team is “retired” at this point. They haven’t touched SkyUI since they brought it to SSE in 2017. I don’t think the team behind it had anything to do with FallUI (Fallout 4) or StarUI (Starfield) - these were made by different people but used the same naming convention.

It requires SkyUI and other mods. Looks to be a reskin of existing UI mods, not something done from scratch. But it looks clean and nice.
Nexus is world's biggest (and free; though one can buy a subscription to get some benefits like better download speed) modding site.
If you want to a modded Skyrim (and you do, if you want to play this game in many of the amazing ways it can be played), you cannot afford to ignore the NexusMods site.
Get your issue resolved, seek help from the Nexus forums, raise a ticket to the site admins (if you are a paid subscriber and you think it is some issue in the site or with your Nexus account).
There are other sites that host Skyrim mods, but they aren't curated that well, and they tend to cater to NSFW mods.
I am using SkyUI (version 5.2 SE) with AE 1.6.1170, no problems at all.
If you can download SkyUI mod manually from Nexus, you can install it manually (instead of via Vortex or MO2), it's super easy.
Just drag drop the SkyUI_SE.ESP and SkyUI_SE.BSA from the downloaded SkyUI 7z file, to your Skyrim/Data folder.
Alternatively, if you are using Vortex or MO2, just add & install the 7z file via the "Install from File" option.
Make sure SKSE (AE version) is installed correctly, as SkyUI needs it.
