I'd guess your issue is that your expectations are set too high based on other games you've played with stealth skills being way OP.
As I said I played through vanilla Skyrim dozens of times.
The bandits in Bleak Falls Barrow never got aggroed that fast and never searched this far in the crypt. I was usually able to get a headshot kill much more often. Now some enemies take 6-7 shots to kill.
Damn good question. Definitely makes a difference. Oh and what difficulty level have you set your game to @Praefator ? That matters also.
I have to agree - I've been playing this game on and off with and without mods since its release on my old xbox 360 back in 2011. Stealth feels the same, I don't think it has been tweaked/changed.
Wack in the alc skill for both raising dam, and poisoning the arrows, an bob may not be ya uncle, but hey....
Imagine a potion that increases bow damage by 200%, now pair that with the full archery and stealth tree, + some nasty poisons.. an whilst ya at it, chuck in some jewellery with bow enhancements..

And this just further proves my point. Why bother having to invest in alchemy just to make being a stealth archer viable, when I can just grab a melee weapon, maybe upgrade it once or twice and I'm good to go. Also, you misspelled jewelry.
