Report a translation problem
First off, the master files and all CC mods can't be cleaned without causing problems (like this one)
Secondly, some mods require dirty edits in order to work, you need to check each mod to see if it can be cleaned.

Because Nemesis is too complicated to use. I don't understand it, and it requires go into the game folder. It should be more easy for players like me.
And the other reason is because I'm not using any Nemesis behavior mods, only classics FNIS.
Is that a problem? (seriously)
Sorry I might expressed myself wrong, I'm using a translator. I meant that ALL MODS THAT REQUIRED CLEANING according to LOOT have been cleaned, including RLO - IC Patch.esp which required manual cleaning of the records.
I read this already and does not seem to have nothing to do with any of my mods. But thanks for the suggestion.
Please response the quotes if can.

Ty, I will try that too.
That sucks, will I need to restart a new game for disabling RLO - Exteriors and Wet and Cold? Or is safe to uninstall?
As to a Bashed Patch, it is absolutely necessary, as without it, a good number of things may not appear in the game (though this would not cause CTDS, it would just mean that there would be missing content due to conflicts). Use WryBash to make the Bashed Patch, and only check off the option for leveled lists - and nothing else.
The above two responses are right on the mark, and are absolutely right and the best suggestions - the rest are in many cases completely wrong and contain bad advice (even if the posters are sincerely trying to help).
Ignore what LOOT says when it comes to cleaning (and just about anything else, for that matter) - LOOT is a sorting tool, NOT a diagnostic tool, and it should only be used for sorting, not for troubleshooting.
As to troubleshooting your build, follow this general outline:

Good luck!
I mean, I appreciate the help but you're not really helping me at all.
I'm a little tired of the modding community pretending that we're all modders so we can use them.
Version 5 of what...?
Like I said on the top, is my 5th fresh start. I am testing, but nothing works, that's why I'm here.
I will try this until freezing is gone.
(it seems the freeze is in everywhere, not only Whiterun)
I had the same kind of problem in january and it was a bad NPC face/head reference (Arcadia in my case). Thats why I linked that info. It's very bold of you to say everyone is wrong except you and what you think it's right, Florida guy.
Just remember the game engine saves baked files into your saves. So mods with scripts are always an issue adding and removing and why it is not recommended to test things this way.
