Bloodchill Manor not appearing on map?

I've got Serana following me (so I'm that far along in Dawnguard quest now) and no invitation or nothing. Ive been to the area on the map and it doesnt appear there.

I am now level 28, I was wondering why I never got the invitation or it didnt appear so I tried seeing if doing Dawnguard might help, but nothing.

No mods or creations are being used

Note: Havent started/completed Dragon Rising quest so no dragons are spawning in my world, not sure if that is necessary to get Bloodchill Manor to appear?

Bloodchill Manor is a Creation Club thing. It doesn't appear in the base game nor the DLCs. You need to have either bought it from the Creation Club individually or as part of the Anniversary Upgrade stuff.
