Visual bug in solstheim - how to fix? (modded)
This isn't mine, but a friend is having this glitch that triggers every time there's a loading of any kind in Solstheim:

It can either be normal after loading or sleeping, or have this effect that then won't go away.
He and I play the exact same modded skyrim, same mods, same version, i didn't have this issue in Solstheim, but he did.

We even have similar computers, the only difference is, i have an AMD CPU, he has Intel, and i have mroe RAM. That's about it, the GPUs are the same Nvidia 1060 3GB...

What could have caused that? And why didn't i have this issue? Is there a fix?

Well, for starters, how about providing said mod list?

That can be due to the type of weather - a mod is applying that effect due to ash or some other weather event. Are they using Wet and Cold? That has a setting that causes that visual effect unless the character is wearing goggles (the setting can be turned on or off in the mod's MCM menu).

Or it can be a visual effect due to cold - especially if they are using Frostfall, or possibly have Survival Mode turned on.

Once, I've had such a tunnel vision effect getting stuck due to a werewolf mod glitching on transformation.

I do have that mod, and so does he, but i disabled the effect of ash and snow in your face, i don't know if he did - this could be it!

I'll let him know, he can try it out, see if that fixes it. Thanks!

Let us know if that works - if not, we can try some other ideas - and if it doesn't, if you could post his sorted load order, it would also help.

To post your load order, in the top left hand corner of LOOT under Game, choose Copy Load order and paste in the reply box here.

For Vortex users, Vortex keeps a .txt version of your mod load order here:
C:\Users\[your name]\AppData\Local\Skyrim Special Edition\loadorder.txt
Find it and then copy and paste it here.

For MO2 users, your Mod Organizer 2 installation folder has a folder named profiles.
Under profile name (Default, or separately named) has both load order and mod list as TXT-files. You can copy and paste the load order directly from loadorder.txt file here.
It might be worth posting the content of modlist.txt as other reply, because there might be resource conflicts that we can spot.

Yes, that seems to be the case. The ash weather effect. :)
I have this disabled, but he didn't, and since it only happens on Solstheim, not in Skyrim, that's most certainly it.

Yeah, definitely! :D
It's a cool feature of the mod, but with bunch of mods installed, and Skyrim being slightly buggy in general, it never really occured to me that the effect could be from a mod. :)

gotta know; are you kids using the same exact loadout because he wanted you to set his Skyrim up for him like he saw yours one time, or are you guys runnin' Together Reborn hence the desire for identical content? And if the latter, how's that going, how many hours have you had it running?

We were just modding it on my computer, searching for mods and all that, then when all was downloaded he just copied all of them to his computer. Also, nothing too crazy, just vanilla+ kinda mods.

We did consider skyrim reborn, but since this was his first time playing skyrim, we just set it up as vanilla as possible, while getting rid of some annoyances, and adding vanilla friendly stuff (like the weather mods and such).

Skyrim Together looks great though, i'll definitely try it out one day, just not yet. It's just that the questing thing is a bit weird, i believe only one of the players can do quests or something like that? I forgot.
Still, it's quite impressive what they were able to do!
