I recommend instead to find the quest ID for becoming a thane of Falkreath via the console (use the help command and put the quest name in quotation marks, or look it up online), and then use the stage command to mark each step as complete one at a time. This should make you become thane.
If the following two things are true for you, you have an earlier save you'd be happy to go back to and you're modding your game, there's an option to protect against it happening:
reload earlier save and add the Run For Your Lives mod
Unless you're not using mods, are using incompatible mods, or (worst case, and I hope not, because I'm hankering for a new playthrough) a recent update somehow broke it, this useful QoL mod will get your NPC's to actually act with a sense of self preservation and run/hide when dragons or vampires attack.

If you're not modding, never mind. If you are - this is one of those mods I consider essential :)
Then after I do all the random quests I let the dragons start spawning and I laugh as they kill all the NPCs who I've already done all the quests for. And half the time I get inheritance money from their deaths because they liked me so much! Hah!

Being a thane is not neccessary. But if you still want to become thane, then walk up to any named NPC in Falkreath, open the console and enter:
By the way, this command can also be used on the Jarl himself if he still doesn't want to sell that plot of land.
