The Cheat Terminal is just console commands without using typing the actual commands, You can do that stuff if you know what to type. Timescale is easy, you open the console with ~ the type settimescale to followed by a number the hit enter. The whole command would look like this
set timescale to 7
That would set the scale to 7, from the original 20. You only need to do this once, after it set it remains that way until you put it back. It is recommended not to go lower than 6 and to avoid too high levels as well.
Console Commands do NOT disable achievements regardless of the warning it gives, it is purposefully misleading. Console Commands do however run the risk of breaking your game ot making achievement impossible to obtain if you the more dangerous or unstable commands.
Timescale, provided you don't go too extreme is safe.
Adding Items, modifying move speed, and fast traveling are all considered "safe"

Make sure you save before using something if you don't know what it does, as there is nothing you can to do save a game you break by using console commands, the only advice you'll get is revert to a previous save before you used the command.
As I mentioned you should not do that, but it's your game. Timescale is represented is a multiplier of real time, so timescale 1 is real time.
