Also the cloaks with HDT SMP have a severe performance cost due to CPU usage when used on all npc.
Also people merge mods like different tree and grass mods i think can it can end up 10 mods or more just for grass and trees if someone is goofy enough.
There is also first person camera mod so you can see your body and feet, one that makes a camera changed for conversations, one that makes it non static during moving/combat, one that makes camera always shake slightly, etc.
Its gets crazy very fast if you decide to just overhaul a certain aspect of the game in its entirety. Then this cloak and cape hdt smp, there are like 6+ mods that add capes/cloaks then artesian cloaks adds physics for them all you get my point it escalates VERY fast.
If you start making your own patches it can get way more complicated.
The download speeds on nexus are probably the biggest limit on mod count since the sites download speed is horrible.

The Issue is that the engine itself is also a bottleneck. It may handle some of the stuff being SMP-fied, but not too much.
If you have a inordinately strong CPU it should be fine to run them on all npc's. I will try windhelm docks later and give input on that.
