Report a translation problem
Just type in "player.forceav carryweight 300" within the console.
This will set your carry capacity back to the default 300.
you can spend hours figuring out why, or what I'd do, 'player.modav carryweight -80160' and save, or something ballpark close to vanilla or whatever you want that's still hoard-y but not this insane, and move on with your gaming.
don't forceav's when you don't have to, they can get "sticky" and when you increase via potion spells and strength leveling, you won't gain any additional carryweight like you should.
if that's the only issue? sometimes troubleshooting isn't worth it when there's a quick workaround.
edit: also make sure you're nekkid; you could be wearing something you really over-crafted or over-enchanted like a carryweight ring/necklace, that came from some other thing...
I have never had this problem and I've been playing this game for 12 years and that is the first time I've read that the "forceav" command can even get your numbers stuck. Are you sure this isn't just a baseless rumor?
Heck, my current playthrough, I intentionally set my skills to start at 0, instead of default of 15, my base attributes to 50, and my carry weight at 100. There's been absolutely no issues whatsoever. It's been working as designed. Not a single attribute of mine has gotten stuck at all and I also cannot find a single instance or report of this happening.
Not to say there can't be a problem, but honestly it sounds like the "quick saves frequently corrupt" rumor, despite people literally digging into the code on how saves work and finding out that quick saves, hard saves and auto saves all literally function the exact same way. The only difference is what "slot" the corresponding saves go to.
The reason I recommend forceav over modav, is because modav is technically setting a debuff/buff on yourself for whatever the value you input is. This can get messy quickly when changing health/magicka/stamina, as it makes the number basically green/red forever until the command is reversed, and in the case of skills, modding a skill to 100 when its level is actually 20, will cause it to level all the way up to a total "180", since you're slapping magical points on it.
Anyway, just my two cents. Carryweight is the only attribute that you can see in the menu that doesn't change color regardless of it being buffed or debuffed, so ultimately I'm just arguing semantics, but forceav is a lot more "clean" in this case.
