force survival mode on in ini. file

anyone know how to turn on survival mode in the skyrimprefs.ini file? and also make sure the difficulty is set to legendary in the ini. file?

No.
You can turn survival mode on and off in the menu though

there doesn't seem to be an enable setting for the ini; probably because it's provided by a mod, while it's enabled state and settings are stored in the save, seems it's only enabled/disabled via the Settings/Gameplay/Survival menu option or via console invocation. (note while you can start/stop/complete quest and set quest variables easily enough, you can't do script invocations directly the way you can in Fallout 4 w/o installing a mod that provides this)

difficulty on the other hand is under the [Gameplay] section, set iDifficulty to 5
