Run Skyrim as an admin
Give yourself Full Control permissions on your Skyrim folder
https://www.nexusmods.com/skyrimspecialedition/mods/6194 is pretty useful in my own experience, OP.
Are you using this, or something else, to install your Skyrim mods?
Additionally, are you using https://www.nexusmods.com/site/mods/439/ to auto-sort your modlist?
So, "basic" mods that do things like add a new weapon or a piece of armor, are mods that don't usually alter game physics, or create conflicts (like having 2 buildings from 2 different mods in the same place.) So they tend to be safer/easier/less of an impact.
So maybe start with one "basic" mod and see if the game works, if it does keep adding mods and testing 1 at a time. (Add a mod, enable, launch game, play for a few moments, repeat with the next mod.) This method is a grind, but makes it easier to identify which mods nuke the game.
I have 150 mods ATM and I now add them all manually and one at a time. Since I started using this method, I have fewer issues.
You could disable all the mods and try activating one at a time.
good luck
