Killing dragons does not absorb shouts. You absorb souls from dragons. You can then use those souls to unlock the shouts you learn from the various word walls spread across the map. Killing dragons by itself does not teach you shouts.
After learning a shout and spending dragon souls to unlock it, you have to select the shout you want to use the same way you select any other power or ability.

If you haven't done that quest, there should be no dragons at all in the world. If you have an alternate start mod or some other mod messing with dragons, its possible one of those is causing an issue.
Or is shouting mapped to a different key?
If you have selected an innate power from your race instead of a shout, that one will be used when you press the z-key.
It's selected in the shouts tab, and the shouts key is mapped to Z?
Shouts have to be unlocked with dragon souls before they can be used.
