Sorry, but that's just the way it is.
This kind of talk isn't helpful at all and shouldn't be supported.
Now getting back to the issue at hand im not seeing anything that should mess with textures and such or at the least to that extent. I would say you messed up the downgrading proccess somewhere. Maybe a BSA file is missing.
I'm not a expert when it comes to downgrading using that method so im not entirely sure. If you feel comfortable enough could you post a screenshot of your data folder? Mainly the skyrim bsa files.

After the install is complete, you can try the downgrade process again. Read through it carefully. All of the files in the app manifest downloads must overwrite the Skyrim SE files in the game folder. Don't forget to remove the BSA files mentioned at the end of the guide.
If the process doesn't work, then you can reinstall and keep the current version as SMR1957 suggested. Please keep in mind that downgrading or holding on to an outdated version of the game is playing with borrowed time. Everyone will need to upgrade eventually as the mod author's are not going to maintain older versions of their mods indefinitely.
Afterwards, check if all mods are for the 1.6.640 version.

Those of us who constantly are active in the forum, and have been so for years, have seem far too many posts by people who followed advice from those less informed or knowledgeable to downgrade their game and had their game broken. If an individual wishes to downgrade, that is fine (it is, after all, your game to play or break as you wish) - but they should not be recommending others to do so, nor should anyone who does so expect assistance when the game breaks due to their following bad advice.
This is one of the reasons for this following guide (from the PINNED TOPIC Helpful Links and References as well), so that people can see who actually has experience and has proven reliable when giving advice in these forums:

As said, people may do what they wish and listen to those they wish - but they should not be surprised when detrimental things happen to their game when they do things that are not recommended by experience forum regulars.

I followed this tutorial except I can't find the folder with the appmanifest_489830.acf file. I launched the game again after following the tutorial and it is still the exact same. I'm really not sure what it could be.
Did you do a fresh reinstall?
For the OP however, here's a quote from a poster in another thread regarding the app manifest, and where to find it:
"go into "C:\Program Files (x86)\Steam\steamapps" look for a file called "appmanifest_489830.acf". Right-click it and put a check-mark in the box that says "Read Only" then click OK.
That's it. Never will your game update again without your explicit consent.
Should you choose to update at a later stage, simply remove the Read Only option and it will update again."
just do what this panda say. download a Jabbajack list (just stock games play like steam never existed)
Theres no "downgrade and your on your own mentality" in the community. The only major factor in this is Arthmoor who runs the unofficial patch. And that in its self doesn't mean anything as he has a history of being difficult and pretty horrible to others and there are links to archived versions.
So can we keep this thread on topic now?
I merely copied the guide as is, since my approach is based on self-accountability. Just try it if you dare, if you can't/won't upgrade. Either it works, or it does not and you'll have to reinstall. Whichever happens, won't cause any major damage, but may provide some valuable troubleshooting experience.
P.S. I wouldn't have recommend that method if I didn't test it beforehand or if it could cause serious damage. I did guide a friend through the procedure and it did work.
