With some tampering it technically can, but it's not flawless, and can run worse for some people than better.

Despite being on Nexus mods, it's a program, not a mod, so manually download it, don't download it using Vortex.
It's basically a GUI for the ini file options. This is what I used to fix my game window to stop doing silly nonsense.
Alright, how exactly is it not working? Could you be more descriptive?
Is the game refusing to boot? Is it going into windowed mode instead? Etc.
fix your problem (likely also in the bethesda workshop)
Are the Documents folder and the .ini files writeable?
Have you tried using BethINI?
I have the same problem with you, i can't play Skyrim on full screen mode, i've tried changing the Bfullscreen stuff, watching a lot of youtube toturial to fix it, updating my GPU Driver, running command, scaling and etc, and apparently nothing works.
it annoys me to play a game, without being full screen, the white bar above the game screen really ruin my moods while playing. i've been searching for solution, for like a hours and nothing works.
i hope someone could help me here, just bought the game yesterday, and i didn't make any progress in the game, cause i'm wasting my time to find solution to fix this full screen problem.
