Users will ask for new fixes in old patches/complain about bugs in the older versions, causing confusion.
"I see you fixed # bug in 4.3.0, why can't you update 4.2.6 to include the same fixes? Are you lazy?"
Also could just copy the entire link and paste it into your web browser and it won't break it, clicking the link through steam does.

Well, technically, if you have upgraded by accident, you should still have your previous version when downgrading. Depends on which version you a downgrading to though.
