Youtube has plenty of reviews on the best graphic mods. My opinion is the addition of an enb preset really brings things to life. After that the graphics mods will do everything from realistic looking to fantasy. It's just one's preference on how you want your game to look. Once you find mods that have the look you want you need to look over and read most EVERY single tab on that mod page looking for signs of the conflicts with all your mods, verify version compatibility, etc. THEN, hope you are not the first to find a problem!
If so, you post in that forum section of the mod to let the community know of the issue you are having and again HOPE there is a "quick" fix known, if not already noted in that forum section.....sometime SOMEWHERE. Fear not, for once you start, if not already, you will understand what you are asking for here, and why most would not comment. I'm a newb, to say, and already learned this step is the reason I posted. Hope it helps and happy modding :)
Point is nobody will tell what the "best" mods are to make the game look amazing for you. What I will tell you is you should try looking for texture replacer mods (2k resolution support) and something that enhances the game's lighting, plenty of ENB presets to choose, although personally I don't bother with ENB.
