Report a translation problem
Now all the AE has downloaded. After the guide had me install skse64 I called it up in console and got the version # displayed, so seems to be working. I am now up to installing SSE Engine fixes and hoping that is the culprit to my SkyUI issue.
The guide I am following can be found here https://steamcommunity.com/sharedfiles/filedetails/?id=2944593951 and I am on step 4 of the Base Mods section, installing SSE Engine Fixes. The guide shows the sections to edit in the EngineFixes.toml file.
Upon reviewing the mod page posts for Engine Fixes https://www.nexusmods.com/skyrimspecialedition/mods/17230?tab=posts six posts down I found the following info:

Folks, there is no single mod or item that is borking your game with the 1.6.1130 update. It's a series of things you will need to address based on core changes made by Bethesda to .1130. SkyUI, Engine Fixes and SKSE all work with .1130. Below is a decent starting point to check once you have updated your game -- you are always free to downgrade your game back to 1.6.640 to get things back in order:
Skyrim 1.6.1170 Notes
Most of the adjustments listed below for Skyrim 1.6.1130 still apply with the following tweaks:
SKSE must be updated to version 2.2.6 for the Steam edition of the game. GOG users must wait for a separate update to SKSE.
USSEP does not require any update for 1.6.1170.
Instead of the SkyUI Difficulty Persistence Fix, use the Quest Journal Fix for SkyUI
Update any dll-based SKSE plugins to 1.6.1170 versions. Mods that have not been updated must be disabled.
Address Library must be updated to the 1.6.1170 version.
Skyrim 1.6.1130 Notes
SKSE must be updated to version 2.2.5
Use the latest version of USSEP for 1.6.1130 if you use this mod
Add the SkyUI SE - Difficulty Persistence Fix to address changes to the menu structure by Bethesda
Update any dll-based SKSE plugins to 1.6.1130 versions. Mods that have not been updated must be disabled.
If using Engine Fixes (or any other SKSE plugin that requires Address Library), Address Library must be updated to the 1.6.1130 version. Also make sure you are using Part 1 version 6.1.1, NOT 6.0.2.
If using Engine Fixes, settings in EngineFixes.toml must be adjusted (open it in Notepad) to work around the exclusion of Steam integration by Bethesda with its update. Set to false the below options in the toml file, or use Zanderat’s SSE Engine Fixes - Modified .toml File Only For SSE v1.6.1130. After changing the toml, also check to see if your plugins have been disabled in your mod manager and be sure to re-enable them. Use the Achievements Mods Enabler as a workaround for Steam achievements.

Would anyone know how I need to proceed so SkyUI will work when I install it? As this is not in the guide I am not sure. From the bug section of SkyUI with the fix I wrote about earlier, and was unsuccessful with, I recognize the SkyUI Difficulty Persistance Fix mod. To save back tracking this thread, I did find that suggestion and tried it. It too was noted above. Thank you!
Alright, well, any suggestions on how I should proceed to loading engine fixes? Like, follow only the guide for the .toml file, etc. And if I download everything skipping the skyUI mods and related, will it mess up anything if I install it later?
I got a fix for the .1170 version in regard to the achievements.
Right now, I am in the middle of upgrading my mods and the only one, so far, that gave me constant ctds is the compass navigation overhaul.

follow the instructions as stated and most of the problems will get solved.
I got Papyrus, MCM, SKSE library, SkyUi, and all fundamental mods working at this point. It does take care of most SKSE mods, except some that still need to upgrade.
Wish me luck.
Now just need RaceMenu to work. It has too many impacts all around.
Won't even start a new game until that is upgraded.
As for SkyUI, it seems to be working fine. Just some problems with some of the mods that change the look. Also with True Hud.
Has a problem with squished windows on the left side.
I know there is a fix that exists but not for 21:9.
Just have to wait some more I guess.
There is also the compass mod that is broken. I really like using that one too.
It's called Compass Navigation Overhaul. Real nice when it works.
Just checked and it seems to have been updated.
