I can help with all of this, including ENB, with a few more details.
ENB can be installed any time. Do you have a preset selected?
What version of the game are you using?
The current version of SKSE on Nexus is for Skyrim version 1.6.1170. Older versions are available but usually not recommended.
Installing SKSE is pretty straight forward and there are several approaches. I'll detail mine in a later post.
Now that is what is weird. My first go learning modding I thought I remembered seeming a fomod for skyUI. It does not show me that upon install in vortex. I seen in Gamerpoets video that MO2 users had problems with it and I tried his suggestion of manual download, unzip, remove fomod, archive, and drop into vortex. It made no difference. I also disabled the Master Added mod when it didn't work.
After 6 days of being without water from the ice storm the plumber just made it here so my response maybe slow. I do apologize and thanks again
For SKSE:
If you have installed SKSE or the SKSE scripts in Vortex, remove them.
Open a File Explorer window and navigate to the game's install folder (where Skyrim.exe lives).
Download SKSE manually. Open the downloaded 7z file with 7Zip.
In the zip archive, double-click on the skse64_2_02_06 folder.
Hold the Control key and single-click on skse64_1_6_1170.dll and skse64_loader.exe.
Drag those two files to the game's install folder window, overwriting files if asked.
The Data folder in the archive contains SKSE scripts. Drag the Data folder from the zip archive to the game's install folder, allowing overwrite if asked.
Close the archive but not the Explorer, we will need it for ENB below.
Ok now SKSE should be installed correctly.
For ENB:
If you have your preset installed in Vortex, remove it.
Download the preset manually.
Open the archive with 7Zip.
Double-click on the A. Re-Engaged ENB for Obsidian V9.4a folder.
Double-click on the 1. Main File (Install) folder.
Double-click on the desired performance option folder (Ultimate, Quality, or Color Correction)
Copy all of the files to the game's install folder, overwriting if asked (from a previous ENB install or whatever)
Open a browser and navigate to http://enbdev.com/mod_tesskyrimse_v0499.htm
Scroll all the way to the bottom and click the Download arrow there.
Open the resulting archive with 7Zip.
Double-click on the WrapperVersion folder.
Copy ONLY the Data folder, d3dcompiler_46e.dll, and d3d11.dll to the game's install folder, allowing overwrite if asked. (The Data folder only contains an updated cubemap texture).
Delete the enbcache folder in the game's install folder, it will be re-created on launch.
Close the archive and the Explorer window.
ENB is now installed.
Launch your game via SKSE through Vortex, if you have that configured.
I don't use Vortex so I don't know how to point it to the SKSE launcher.
As noted, SkyUI has not been updated. I will do some investigation (my first choice is to ask Vlad, he's quite an expert) to find viable options for the latest game version.
The notification of a new ENB is normal. The reason it is showing is because it looks at the experimental version as well as the public version. The experimental version is offered to Patreon subscribers of the ENB team for play testing.
The in-game version detection is reliable though.
If it says a new version is available, downloading the current one will be the right thing to do.
The next big thing I noticed is your link took me to a different page for the enbseries download. The guide had me download it from here https://skse.silverlock.org/
When I download your link it downloaded two files but only one I could unzip. The original download from the guide I am quite sure only downloaded one file. The last thing was the install method from the guide had me do it completely different and I do not believe I had to deal with the enbcache folder. Again, I'd need the guide to verify.
Now the update message is gone :)- Would you know if I access the enb menu through skyUI or is that a console command? I cannot remember now from when I learned it years ago.
It is weird that two files were downloaded. Same name? If so it was probably a double-click error, it happens.
It is also possible to create a zip archive of the Scripts and install it as a mod in your mod manager. That works too but is a bit more cumbersome - but it does isolate the SKSE-specific scripts so they can be removed easily. Not sure why one would need to do that but whatever, it can be done.
It looks like a sheet of paper by the icon and was the one I could open. The other looks like a zip file and I couldn't open it. It says enbseries_skyrimse_v0499.zip
Thank you for the help! Hopefully someone has an idea about skyUI not running or Vlad finds this post. SkyUI just replaces the vanilla menus correct? There isn't anything I should have to activate.
Did you launch the game with SKSE?
[edit] Well that looks like it may not be right. Try the videos and comments. SkyUI comes with a MCM configuration that is quite extensive.
