I don't know about Skyrim, but Fallout London is supposed to be out fairly soon.
"Beyond Skyrim" are the collection of mods that are adding large parts of Tamriel to Skyrim, aaaand not a single one of them are close to being done nor are there any release dates still.
There are some mods however that do add lands and quests to the game. Most of these are "fan fiction" areas rather than trying to create something canon, such as Beyond Reach, Falkspaar, and some others. Their quality can vary from great to inoffensive but not good, in my opinion.
"Beyond Skyrim - Bruma" has been out for quite some time.
"Akavir. The curse of the immortals" just came out with a new update, it's in Russian but a translation is available.
Iif you're into dark souls, you have VICN's mods (Vigilant, Unslaad and Glenmoril).
There are also the classics, "Wyrmstooth", "Moonpath to Elsweyr" and "The Gray cowl of Nocturnal".
Then of course there's "Enderal" which is a new game in itself, and "Forgotten City" a mod that got re-released as a separate game.
Honorable mention goes to Joopvandie with "Folkstead and the Border of Hammerfell", "Haafstad and the Border of High Rock", and "Nyhus and the border of Cyrodiil" which expand into the neighboring provinces. It includes towns, voiced npcs and some basic quests, although it's a little rough around the edges.
Edit: Almost forgot to mention "Skyrim Extended Cut - Saints and Seducers" which overhauls the creation club mod into the shivering isles.
Just don't expect to head there in a frilly sundress and expect an easy time. I have never been one-shot so many times in a playthrough.
