That's weird. However, given some other decisions of the Nexus in the past, it’s hard for me to be surprised even by this.
jsyk i put pretty much everything in my D: drive because it had more storage space.
What is this steam console and where do I access it?
you put the files from the 3 depots you downloaded (they're in steamapps/content) into your skyrim folder (steamapps/common/skyrim se)
if it's saying there's a problem with skse it might also be that, so redownload that and just throw it in there with the other files
click ur windows key+r and then paste: steam://open/console
it'll open steam with the console tab
