Enter into console in steam (Individuality, wait for download complete between) and it downloads the downgrade files to the content folder in your drives steam install folder. Copy to Skyrim install folder and it will work, revert the update
Can use symbolic links if steam directory drive is full - But this is your only hope - Worked for me

This worked like a charm! I just had to make sure my SKSE was the right version. Oh and I never used the Steam console quick one for others Windows Key + R then type steam://open/console.

Google SKSE 1.640 and you'll see the Reddit post, use that version and every mod will work again
did that and the game still updated lol
Any idea how long that will take? I'm sitting 300+ hrs into a playthrough (about halfway) with 130+ mods and a game that won't launch.
Plus I don't even know if it can be fixed.
1. Press Win+R, paste: steam://nav/console
2. In steam console, paste:

previous resources will download to [...]steamapps/content/app_489830/depot_489831
Wait for it to finish. Then paste:

previous core resources will download to [...]steamapps/content/app_489830/depot_489832
Wait for it to finish. Then paste:

previous exe will download to [...]steamapps/content/app_489830/depot_489833
Just copy the files/folders from those directories into your skyrimse folder and overwrite the "new" ones.
REMEMBER TO SET SKYRIM NOT TO AUTO UPDATE UNLESS LAUNCHED WITHIN STEAM! (since you will be using SKSE technically will never launch)
DON'T FORGET TO USE THE SKSE64 THAT WORK WITH VERSION 1.6.640 IF YOU DONWLOADED THE NEW VERSION of SKSE64

alternatively you can copy the back up over the updated game but it gets tedious when games update frequently. also you could just change the app data manifest number instead to show the game is updated without actually updating but thats another can of worms i dont feel like explaining.
