funny idea, how about disable Experiance and look if the Steam overlay reacts after that like it shoud. sidenote: Gamebrio in all forms isnt very font of minimizing/loosing main focus...

everything works. overlays turn on and off.
maybe something else you have running is interfering. create a new local windows account.
logout
login with the new account.
turn off windows one drive (it is turned on by default with new accounts)
start geforce experience.
start steam then the game. try the overlays again.
if overlays still do not work, then might be some app started at boot time.
try windows "clean boot" then try the game
if it is working .... enjoy the game.
