Everyone has a voice and can support or not support.
There will always be a large chunk of players who will spend. That why in-game stores have been successful. It doesn't even have to give a mechanical advantage - a new shiny skin will be bought be many.
That being said, there will also always be free mods out there. If modders were making mods to earn money, sites like the Nexus simply wouldn't exist. No one would want to put the effort into making something for free. And yet we have tons of free things. There will always be free mods.
Even if only 2 or 3 people buy something, Bethesda (or whoever is in charge) may think that the community as a whole has accepted it, which may lead them to hire authors who previously published their mods on NexusMods to create mods exclusively for their new "CC 2.0" system.
I think it is extremely unlikely/impossible that already published mods will have any changes (they will remain free on NexusMods), but a "CC 2.0" could definitely split the community on new mod releases.
nexus and free mods didnt go away.
because here is the reality. and bethesda cant really change this.
the reality is. the community creations and the mods section in game is mainly for consoles.the whole purpose for their creation was so console users could also use some mods. and mod their game.
while pc users can use them. the vast majority use nexusmods. as their main place in terms of modding. this is not to say. nobody uses the community creations or the mods section in game. but pc users were always capable of modding the game.
as a result. pc users use nexus 90 percent of the time. leaving a generous 10 percent for use of the community creations. which came with the anniversary edition now.
this is to say. that i frankly do not see it possible that the community creation 2.0 is going to do what the original didnt.

and frankly thats what would need to happen if free mods would cease to exist.
that and the fact certain mods cant be put on console. which prevents them from being put on community creation or ingame mod section.
skse for example. and all of the mods that require it. other examples.
frankly i see no danger in terms of not being able to mod for free in the future.
The achievement-friendly CC mods are all curated.
Since this is likely leading to an update being pushed out, yes. I'd disable automatic updates otherwise you'll run into the same issue I had when they pushed out the surprise AE update even to those who didn't buy the "upgrade."
So go to Nexus and get "Achievements Mods Enabler" by "xSHADOWMANx"
And yet console commands can boost your stats (or make you outright immune to damage), give you any item or spell in the game, teleport you to the appropriate location, and many other things as well. Yet you still get achievements when using console commands (the warning that commands disable achievements is wrong).
Some are still stupidly overpowered and may as well be cheats. The Spell Tome CC expert level spell "Elemental Blast" with all relevant perks and equipment it can deal over 1000 Damage, and in the unlikely event that isn't enough is also damages magicka and stamina by half that amount. They are also incredibly easy to acquire and cast costing a fraction of any other spell of their level.
That's only one example, there are several others.
