Here we go again...

So this time-there are no save problems, because there is no save. I completly nuked Skyrim, and redownloaded it.
But instead of figuring out exactly how and why of the things that happened, I decided to go to my download history, and redownload most of the mods that I had. This time however, I decided to look at OStim Standalones dependencies, and saw that I had to download:
Free FPS. Now I did see this "dependency" before. Did I download it? Nope. Not even anything associated with it. I didn't even get to use OStim on that save, So I wouldn't have known whether it had worked or not.
In any case, If you know what Free FPS is and what to download-good for you. Because I spent the last night downloading multiple GB's of texture mods until later on realising that I was probably better of with just one. Which is CSSET(Cleaned Textures). Also ended up downloading a ♥♥♥♥ ton of performance boosters. Which I did not get to know what they did. And probably never will.
So, the problem. First, SKSE64 loads...Fine. Its actually way WAY faster then before I downloaded everything. Maybe a minute difference. Granted there was a kind of a small problem with the "No.esp" mod, which said was AE, but actually did not have AE versions on it. Somehow. SKSE did not allow me to launch without an error message saying that the plugin is outdated. I looked to the skse.log. Lo and behold, its "No.esp". I delete it, and launch SKSE. No issues. Bethesda logo fade-in fade-out, Skyrim SE chipped dragon sigil appears, loading in, and after a few moments-CTD. The only error LOOT shows is that LOOT itself is outdated, and a gem retexture need the "Immersive Sounds Compendium", despite it being installed. MO2 dishes out the same "Loose overwriting" on some mods, yes even on clockwork, again. And launching skse from MO2 results in the same thing.
I'm going to try to disable every mod and plugin, then re-enable each one to see if Skyrim loads. If anything im guessing the excess from the Free FPS may contain some old mods, and I have just ♥♥♥♥♥♥ up, again. I'll also post the text file from the crash logger.

You can't post files in here, and converting it to a link leads in a humongous bash of base64 html based nonsense that is probably 3 times above the 18000 character limit. So I guess Only the mod list from the crash report can work. Humongous thanks to all people who respond.

Saves.
First question, Have you disabled any cloud saving?
Because Skyrim and Cloud saves do not mix.

And while you can't post files here, you can take photoshoots of the screen and post them on a third party site like imgur and post a link to the screen shot

Nope. I did not disable cloud saving. I did a clean reinstall, but the testing saves were there for some reason, which now makes sense, thank you. The reason I nuked Skyrim, is because for some weird ass reason, when I loaded it through SKSE, after my previous problems have faded WITH MODS, and started a new game, it had no prompt for achivements dissabled, AND I had started with "A new life" start, and there was still nothing out of the ordinary happening. No false save corrupts and nothing. Just a random fps drop in some places, but I think it fixed itself some time later on. When I exited Skse, and tried to open it again, It had a familiar error, which I like to call:
"SKSE HATES FULLSCREEN FOR SOME REASON"
In the .ini files, for some god forsaken reason, after I exited the game, It had set itself to both bWindowed=1 and BFull screen=1. This results in a sort of "seizure effect". Where as the windows 10 toolbar and the game begin to overlay one another for a few seconds, and the game crashing. Trying to make bWindowed or bBorderless=0, results in NO. FIX. It just makes the bethesda logo appear, without the seizures. And then crashes. I tried ♥♥♥♥♥♥♥ everything. Nothing did the trick, and so I cleaned Vortex(without back ups, why? I don't know.), then followed the whole reinstall guide, and reinstalled skyrim-then started to download all of the mods-again.

ok, the game can and does reset the ini sometimes, the only solution I know of is to make the ini read only after you make changes.

Cleaning files is tricky too, some mods require dirty edits to work, so you have to be careful which ones you clean. All I can suggest is you check the web pages for those mods to see if the author says they can be cleaned (not that every author actually knows)

Also to point it out, you shouldn't use FNIS anymore. Nemesis is a billion times better.
And neither should you use DAR. OAR is a lot better and backwards compatible with anything that worked on DAR.

The Free FPS comes from the 8th dependency in the OSS Guide, aka Faster HDT-SMP + SMP Crash Fix.
Specifically, Faster HDT-SMP. Since I thought these dependencies were important, I have decided to install most that I thought were important enough.
