The weird thing is other than the Temple, Crypt, and Tree there really isn't much worth going to the Cloud District for, so why would anybody go there often, if their house wasn't there, its more somewhere you walk through to get to more important/useful parts of the city.

That's not the Cloud District; you're thinking of the Wind District. The Cloud District is where Dragonsreach is, and Dragonsreach is the only thing that's there. So THAT'S why the Cloud District is so important; it's Whiterun's center of power.

That honestly doesn't make it much better, and makes the NPC an idiot saying that to a Thane, and one of the few people who actually have a reason to go there. Plus that your stuck walking up those steps until you get a hearthstone house for the enchanter.
