Also; do you use mods?
In theory, the resolution does not matter but that could play a role. The thing is, once you start a new game by using that option, a little intro sequence is started. That one is not so stable. Usually having the game being on standard resolution (16:9) and locked on 60fps resolves it. You have a high end machine, so it is plausible that you're running the game at a higher framerate.
without anniversary edition, no mods fresh clean copy. Wouldn't it be by itself capped at 60?
I used nexus mod and vortex to install the following file https://www.nexusmods.com/skyrimspecialedition/mods/21294, this mod asks you to install this other mod https://www.nexusmods.com/skyrimspecialedition/mods /10546 (in its description this is how to install it), after doing this I used vortex to start the game.
