If you mean at the same time (all in one game) then that will usually end up as compatibility nightmare. Many things are possible, but lists are usually designed so that files does not conflict within them. Other list on same game can cause plenty of unwanted conflicts and issues.
If you meant separately, then sure. You don't even need another mod manager for that. Both MO2 and Vortex support profiles. Each profile has unique load order and resource priority list. This is a strength of managers that do not actually install any files in to your Data folder.
- MO2 uses virtual Data folder. Files active in any profile are loaded as if they were in Data, when game is being run through it.
- Vortex uses hardlinks. Any files installed through it appearing in Data folder are not actually files that are there, but just links to them. Changing the profile will change those links as well.
All files installed by Vortex are "basically there" through links, even if Vortex is inactive. Yes this can and will cause an issue, if you ran MO2 with unpurged links from Vortex in your Data folder.
I would not recommend using this sort of method. Use either one of the manager and setup different profiles for different mod lists.
