Did you visit it before? And, do you have the unofficial patch?
Yes, so it seems.
Yes, I did visit the area before. But never close to the wall.
Unofficial patch? I guess I do not.
Haas 02008a63, Lah 02008a64, Gaan 02008a65. ( ex. to learn Lah, do 'player.teachword 02008a64' )
(for most, the first 6 load order are always: Skyrim, Update, Dawnguard, HearthFires, Dragonborn, USSEP; if your DG isn't 02, adjust the LO numbers accordingly.)

As Alex said, read that page! This DG DLC shout learning can get weird buggy, there's a slew of bugs where you won't get more locations from greybeards, where you can't learn any other shouts, to the point most wikis and even UESP tell you that you have to uninstall Dawnguard DLC, learn those words, then reinstall... which for a vanilla user is one thing, and for a modded user, is HELL NO I'm not disabling a DLC mid-game!
Many mods require DLC resources; the ones that just need the texture archives etc., that's one thing, the ones that rely on scripts and directives and locations said DLC provides, all those will break, and who knows what can happen, you might even corrupt your save beyond being able to use it. I highly recommend against disabling DLCs mid-game if you are using mods, unless you're technical and can solve problems much more involved than adding shout words manually with the console.
No one should be using console commands to learn a word. No one should be uninstalling anything due to a word wall not allowing acquisition.
If a word wall is not allowing a player to collect it, you will just need to turn off collision. This is done by the following:
Open the console with ~ and type: tcl and press enter. Walk through the wall and collect the word. Walk back through and use the same command to enable collision again.
If I use that console command, will it disable me from getting achievements?
D=
Great to hear!
Though, it didn't work helping me collecting the shout. =/
I did the "completequest freeformhighhrothgar"
It says something "Item completequ.. not found for parameter Quest"
The white arrow disappears, But it is still a quest in my journal, and the beards won't give me a new one.
I restarted, did the CC to get all the shouts, but the blue text was still shining on the wall, and the Greybeards still sent me to Arcwind point.
Is it a mod that does NOT disable achievements?
