if you don't like shields use spells on the other hand
As for dagger/dagger and shield/two daggers, that's entirely down to how you play, nobody can tell you that one.
1. Ideally, the enemy is killed. For this, aim to improve one-handed, smithing and alchemy. This outcome means that you don't even need a second dagger or a shield.
2. The enemy receives heavy damage. In this case, double-wielding two daggers can help you finish them off before they have the chance to do the same to you.
3. The enemy doesn't receive much damage. Maybe you were spotted in the last second, or the difficulty setting was too high. Then, having a shield ready to block the inevitable retaliation is the most sensible choice.
Now, pick your equipment depending on which scenario is more likely to occur.
Additionally, you need to have some means to tackle entire groups of enemies. My personal suggestion would be a dagger/illusion combo. Archery, destruction or conjuration can help as well. But if you don't have anything else, then switch to a dagger/shield combo to engage the rest of the group.

I'm also a mage, silent casting is a must, and my enchanted gear gives me unlimited mana, I am skilled in the arts of Conjuration, Alteration and Destruction, with unlimited mana in each class.
I can kill a dragon on legendary, with nothing more then conjured beings, whilst I cower stealthed behind a rock, unlimited magic is great, since i also have unlimited invisibility, magically or via my invis potions which last for around 130 secs or so, add to that several nasty extremely virulent toxins and i'm laffin.
Scenario: Run in to a group of NPC's, equip poisoned dagger in 1 hand an , invis in the other, goto sneak, cast invis, stab, move away, cast invs, go back pick pocket 1, add poison, move away recast Invis... repeat untill all r dead!
There are only two issues with this build. First is obviously getting there, you need to level a lot of skills. What he described is the pinnacle, but you need to walk all the way there and it won't be that easy with mid-level skills. The second issue is impending boredom. Not only does this approach remove most of the challenge, you'll be forced to stick to this strategy.
Dude, I only have 1 muffled item, and that's the boots, which have muffled and silent, I don't need the muffle skill in the Sneak skill, but I gotta have it, to get the other skills. As for levelling Stealth is easy, jus goto a inn, crouch in a room, hit auto walk, and go away for a hour or 2.
As for the rest, skill points, skill points are all, I used my unlimited alteration to cast "Detect Life" in Whiterun, to gain skill points. I'll also add, if u get ya pick pocket high enough, you actually make more money pick pocketing a entire town, then you do fighting, I few items that enchant pick-pocket are enough for most gold drops, I can take equipped stuff though.(I stole "The Ebony Warrior's" gear, man that bow is summit)
I think theres a bug with him actully, if you take his gear and challenge him, he'll equip it all again, it seems to me, that if you have high pick-pocket and invis, you can keep stealing from him, is bow is worth a sack loada creds by it's self.

how this build goes against dragon?
i have build some sneak archer before and had fun with it.. but i found it is problematic to 1v1 a dragon..
Dude, why not just use a console command?
Again, console commands are way faster.
Only at high levels and with high skills.
