If the level counter is 5/5, it means you already trained 5 times in any skill, not necessarily block.
If you didn't train any skill at your current level, then it is indeed a bug. Did you or did you not train a skill at level 49?
If you buy 3 "One Handed" skill levels from Amren in Whiterun, and then another 2 "Light armor" ones from Grelka in Riften, that's your 5 levels. you can't buy 5 from both. It's 5 total.
You need to level up to be able to buy another 5 levels.
Also, block is one of the easiest skills to level, I would not waste training points on it. At level 49 you should be sufficiently powerful enough to take on giants. Giants are the perfect training partners for Armor and Block as you gain exp vs the damage you take and giants hit relativity hard. It should take no longer than 20 minutes to max block using a pair of giants, even from 22. I would suggest using a one-handed sword to block, you want to take the most damage possible while still blocking.
Depends on which difficulty you play on as on the last 2 your more likely to get one to two shot and often want a follower to tank for you, meaning armor and block levels slow since those skills need the high level and perks so you don't get squished before you have high health.
