Bretons have 25% resistance to ALL MAGIC. let that sink in
Argonians are trash. nobody gives af about breathing underwater, there's nothing to do in this game under water, you will spend less than 1% of your time under water, if you need to breath under water in this game you are just stupid
So yeah, everybody except Bretons suck.

To recap what I said a few months ago, Elder Scrolls were one of the first game series to do cat people, everyone else copied them.
And the races were fixed in the first game, which was thirty or so years ago.... they aren't adding new races, and if they did, fans have other races they want before some boring dragonborn ripoff.
Bretons are less broken than they were in Oblivion (1 easy to get ring = immune to all magic), which is good. Breton / Orc magic resist is decent but not insane, Nord / Dunmer 50% Frost / Fire resists are more useful thanks to Dragons.
Khajiit have trash for racial powers/passives sure, but it doesn't matter since everyone else has equal stats (except Altmer, again) and most greater powers just aren't useful. Breton, Orc, Altmer, Redguard, and arguably Argonian are the only decent ones.
So honestly, I have I think 4 Nord characters right now but considering Altmer have +50 Magicka and an actually useful greater power that helps any mage or hybrid build, and no longer have any weaknesses as seen in previous titles, I'd say Altmer are probably best on anything that isn't a totally physical (melee + bows, no magic, etc) build.
Again, doesn't much matter, Skyrim wiped Attributes and any meaningful racial / sex differences so every character does everything just fine and eventually transcends into effective godhood anyway.

There's several lakes and a lot of coastline you've never bothered to explore because you can't breathe underwater and you can't do anything about Slaughterfish until you have Flame/Frost/Lightning Cloak, so you assume there's nothing to do there because there's only one quest I can think of that tells you to find something at the bottom of a lake.
Water Breathing is, for some reason, a stupidly expensive, Expert level spell in Skyrim despite it being an early, cheap effect in all previous titles.
Yeah its not a super useful passive but in general, everyone's passives are milquetoast at best.
I would argue that the Altmer advantages in Magicka are great only at the very beginning. Their passives are even easier to replicate than Bretons because ANY +Magicka item (Like the Novice Hood you get at the start) can just be unequipped and re-equipped when you're out of magicka to restore however much was on the item. It's basically as if you had infinite potions.
Bretons are still the best because Magic Resist is slightly harder to get and early game Dragonskin + Atronach stone is a monstrous combo.
Now, if you want to run Altmer just because the Thalmor are awesome and Nords are stinky ice people, then have at it.
