Skyrim AE not recognizing and not deploying plugins

I have skyrim anniversary edition but whenever I load the game it doesn't recognize it and when I go into the creations menu it makes me log into my account every time. I've logged onto my account at bethesda.net but Skyrim won't recognize that. And whenever I go to log into my save the game acts like I have none of my mods enabled. This happens every time I open skyrim. Even when I go out of the game, manually enable all plugins, I go back into the game and nothing works. Does anyone have a solution?

edit: I've tried disabling acheivment enabler and setting the plugins.txt to read only as instructed by this post, https://forums.nexusmods.com/topic/13457714-plugins-disabling-by-themselves/page/2/, but it hasn't worked either
