Paid DLC Bug - East Empire Services

So I got the Easr Empire paid creation, the first quest triggers, I return to the Whiterun Camp and am now supposed to retrieve my items from the loot chest.

The chest is empty. As there are no items to loot the quest doesn't finish. This is somewhat vexing as I did make sure that there would some (trash item to retrieve in the chest I placed the beacon.

Now, there was a CTD while I tried to follow the DLC guy but I reloaded and did something else for while and he arrived on whiterun on his own.

Also, where do I actually go to complain about that?

Which chest did you check? There are two, the chest and the box on the desk. The quest worked for me. But quicksaving is your friend when it comes to important moments like this.

At this point I probably need to use console to declare that stage of the quest finished.

I just ran into the same issue. Followed all the way back and nothing in the chest on the ground or on the desk. I, like a goober thinking this mod would work put most of my valuable stuff inside. Looks like I have to go back and start again. ** After going back to the last save I chose the option to meet him at a later time. I then went straight to the camp and all of my items were in the box.
