There is a mod that allows you to pay taxes. I think it’s called Taxes of the Nine Holds or something like that.

You can customize what Holds you have to pay taxes to, the amount, and how frequently.

And if you don’t pay them it’s bounty/jail time for you.

I believe there is a mod that will enable the gathering of taxes when you are Thane. I will have to find it and provide a link.

There are two mods that enable taxes in the game - Simple Taxes and the aforementioned Taxes of the Nine Holds:

Both are configurable via an MCM menu (so will need SKSE and SkyUI). They are compatible with each other - I have had both in my game for years.
