Both are open source too, so the sky is really the limit.
This game has content for all kinda of people and style. Even better if you have friends to play with. While clunky and janky it is still a massive game, plus with almost 20 years of free stuff to pick around and check out it's amazing. Plus with steam Deck the thing plays like a modern game. Never Winter Nights is a sleeper god Tier game for fantasy players. The game has module after module of different content and the game is Dirt cheap on sale. The dev's just released a patch fixing 100's of bugs and glitch from all those years ago. Even better just a couple days ago someone released a new minor mod for it.

This one is the closest game your going to find to skyrim. Elden ring doesn't have the biggest mods and Shadow of the Ere Tree DLC will most likely break alot but even then it could be worth it. Even if it is a from soft difficulty.

Grimrock 2 has at least some workshop support and has a dark and gritty kinda fantasy style. Worth a look.

The link below is for dagger fall unity. Yes this is a Bethesda game but beyond abandoned by bethesda and has been taking on by the community to fix everything. Mind you it's beyond old and might be clunky but Dagger fall really is where the elder scrolls became the elder scrolls. The game just got a 1.0 update so that mean it's finally to release standers. Mind you it's been in kinda beta for years but even back then everything was at least play able. The unity version does have built in mod support and Nexus has a page for it and everything.

I don't even like dungeon crawls very much, but Grimrock 2 is one of my favorites of all time.
To that end, Terraria, Borderlands, Project Zomboid and Valheim all have huge modding communities. Project Zomboid and Valheim are both still in early access though, even if both games receive very sparse updates. You can at least choose your version you want to play though via Steam.
you can get a good experience this way and its far easier.
The gothic series had a number of major mods back in the day, you might have to search outside the nexus to get them (eg: moddb,etc).
The grand theft auto series also had varied and interesting mods, gta V should have some as well (although I never personally tried these myself).
And I have to say, it is miles ahead of Skyrim. I found the Skyrim modding scene to be good but not great. Mainly because how protective everyone is over their glorious endorsements. It is an absolute pain to just put together a mod pack available for everyone without getting borderline sued.
In S.T.A.L.K.E.R. these are not your mods. They are our mods *soviet anthem starts playing*. Different communities from different parts of the world with different mindsets. Even the main site for S.T.A.L.K.E.R. mods (moddb) isn't constantly e-begging for money like nexus, with features and higher speeds locked behind a paywall.
If you have never played the vanilla S.T.A.L.K.E.R. games I recommend playing them in order to get an idea of what is going on in the world. I recommend the mods Autumn Aurora for the first game, Lost Fallout for the second one and Gunslinger for the third game. I hate the Complete mod series, don't recommend it.
After you are done with this, give Anomaly a go. A true sandbox experience. Something that Skyrim surprisingly lacks after all these years. You can play as any faction, even the common bandits. You can add some mods for Anomaly yourself like Boomsticks and Sharpsticks, Magazines Redux and JSRS. After you get the hang of Anomaly, give G.A.M.M.A. a try. G.A.M.M.A. is an absolutely massive modpack for Anomaly.
DOOM
The former king imo. Long was his reign. In no particular order: Project Brutality, Blade of Agony and Ashes 2063. Fantastic total conversion mods.
Mount & Blade Warband
I recommend Floris (expanding on vanilla). Perison and The Last Days of The Third Age of Middle Earth for total conversions.
