Enemy would be the distorted creatures from the magic quest line. The whisp looking things that attack. They are the most powerful because they have level scaling of 1.2 with no cap.
Yeah, those are going to be really fun to fight on my level 218 character. *sweats*
But look, we are talking about the lore, not gameplay ( because in game, the Ebony Warrior can beat even Miraak ].
The anomalies may not have a level cap but while they'll longer to kill, they don't do a lot of damage, especially if you have magic resist.
As for the topic.
Going off a Game example, the Greybeards. After you kill the first dragon they shake the very world with their voices. That reminded me of whales, specifically sperm whales, they use a clicking sound as a form of sonar while hunting squid in pitch black water. This sound if used full power near a human, will literally explode your organs in your body from the sheer force. So I imagine if the greybeards used a shout like that at a person, they would liquefy.
If (using mods or console) you make them fight - Karstaag would win. But it looks like Ebony Warrior is able to defeat any other NPC in the game while Karstaag is not.
Ice spikes chunk me for up to 800 damage a pop, soooo...
I see many "resist magic" and "ultimate healing potions" being ingested in my near future.
