Dragonborn DLC quest Fate of the Skaal not starting

after completing temple of miraak, frea finishes her dialogue and leaves without starting the next quest. she just walks back to the village, unable to be interacted with, without talking to storn.

the uesp wiki even mentions this bug, but makes no mention of how to fix it. i've tried scouring google for answers, but nothing's worked so far

i've tried reloading saves multiple times, even going so far as to load a save before approaching the temple and meeting frea, then going through the dungeon again, but to no avail. i've tried discovering the wind stone and skaal village myself and then using setstage dlc2mq03 0 and setstage dlc2mq03 10 to for the quest to start, but no luck.

so troubleshooting myself hasn't worked, researching on google hasn't worked yet, and i don't know if any of the mods i'm using are causing problems. is there anything i can do? are there any other console commands i can use or conditions i need to meet to force the quest to start?
