The latest 1.6.1130 & 1.6.1170 update and guide!
Anyone having some kind of trouble with the latest Skyrim update may find some solutions in the following guide. Maybe not every possible solution yet, but at least it will be a start.

Please post your issues here and not as a comment in the guide. That way more users may find your question/issue. I certainly don't have ALL the answers.

This is really helpful. I just tried to play Skyrim on my new PC and hadn't realised there had been an update. I was almost ready to pull my hair out!

None of my mods appear to be working (using Vortex). It's like I am playing the game as vanilla, but when I check under Creations in the menu, it shows all the mods that are installed. Also, I've tried the Difficulty Persistence fix as indicated in the guide linked above (SkyUI installed), but when I use ESC to open the in-game menu, the game CTD. Any thoughts, suggestions or advice?

Regarding SkyUI - double check that it is, in fact, enabled in your current game and did not become disabled, as if it did by some chance, that would be one reason why the game would crash when hitting the ESC key.

I had actually changed the "achievements" line in the .toml file to "true", but have changed it to "false", and now the mods appear to be working. They WERE working, I exited the game for a bit, went back in, and now they're not working. WTH!?

How do I check if it's enabled, other than in Vortex?

In the hidden AppData/Local/Skyrim Special Edition/ folder is a Plugins.txt file. Enabled mods have an asterisk in front of the filename.

Yes, as long as Bethesda hasn't solved the issues with Steam integration.
