Is there a cancel action mod?

Like in fighting games there's a way to cancel your attack or movement into changing to another action. Like about to cast a spell than switch to a weapon swing.

Seeing as Skyrim plays in real time, I'd say no because there is no such thing as an "action"

You can unsheathe to "undo" your ongoing spell casting hand(s). But once a movement is issued, you cannot cancel it. Just let it go and conduct another action afterwards?

If you use keybinds for favourite spells, weapons etc you can cancel them by swapping to something else and don't have to wait for the animation to finish. Not sure if that's what you're asking.
