Unbounded Strom or frost
I have Special Edition of Skyrim. Is there any way to get the Unbounded Strom or frost spell tome in special edition. I want it to level up my destruction spell.

They are CC content, you need the CC mod that adds them.
if you have the CC mod. then it's a case of buy it or use a console command to get it.

I have BOTH, Storm is fun, coz u can fry every 1 in the radius, a true AOE, whereas Frost is more localised, but knocls down and freezes most enermy's, but the freeze an knock down only last, whilst the spell is active, so u really need unlimited mana. which can be achieved by enchanting gear that reduces spell cost, get the items to a total of 100%, an ya got unlimited Mana.

You dont need unlimited mana to cast Storm, but u need a lot of it, or a lot of mana restore potions.

If you want it piecemeal those spells are part of the Arcane Accessories pack, which was 100 Bethesda Bucks.

If you still have your 'free taste' complimentary 100 Bethesda Bucks you can use them on that. It's probably the best option for the free Bethesda Bucks.

How to install the cc mod? Would you mind helping me?

If you own the mod, log into creation club menu (menu at the start) and go to owned creations, click on the mod and select download.

If you don't own the mod (Arcane accessories I think), log into creation Club, find the mod, buy it, and the option to download should pop up straight away
