Mods that don't work with 1130
Currently these are what I found

Wheeler - Quick Action Wheel of Skyrim
Invisible Armor (OwO)
TrueHUD - HUD Additions
Valhalla Combat
Cooking Adventures (SKSE doesn't even open the game and you have to windows key out, alt tab delete restart careful)
Dynamic Animation Replace (DAR): Forces me to close and tells me to uninstall it. Got the 2023 latest one. Real bad.

Congratulations Bethesda for finally figuring out how to kill Skyrim. You have rendered the game unplayable.

A lot of .dll mods (not all of them) already updated, and you can DL a .dll mod that uses a bandaid fix for the ESL record change issue.

The mods I got were the freshest versions they had. What is this .dll you're talking about.

Go to the Nexus and search "Backported Extended ESL Support" and read the description for clarity, explains a lot to do with 1130 ESL mod changes. Its useful if you use a older version of the game and create new ESL mods on the latest creation kit version.

I'm just casually playing and trying out new mods on a stripped down version of Skyrim (unmodded) 1130v. Just testing and playing at the same time.

I recognize that is one of the core mods out there.

The most basic answer is, it's a file type. One that contains scripts.

Fun fact - DLL stands for 'Dynamic Link Library.'

I know it's easy to blame BETHESDA for all the problems and updates BUT what everyone keeps forgetting is that BETHESDA and it's parent company were bought out by MICROSOFT GAME STUDIOS two years ago for almost 8 BILLION dollars! That means the programmers & designers at BETHESDA can't even take a dump without the approval of Phil Spencer (the CEO of MGS). So you want to blame someone for the new updates, blame Microsoft!!

It's Bethesda's game. Mods are called mods for a reason.

It plays perfectly fine. Your MODS are unplayable.

A DLL, as you already explained it, a Dynamic Link Library, is very similar to an executable file. It contains machine code that can be executed directly by the CPU. Because it can be dynamically linked at run-time can one use a DLL to "hook" into an executable file and use it to run arbitrary machine code. A DLL is normally used to access a whole range of code that can be used by many executables like system, math, string or networking libraries. Hence are DLLs also sometimes called shared libraries. In the case of Skyrim and with mods in particular are DLLs used to hook new code into the game and to change the existing code of the game by replacing it. For a DLL mod to work properly does it therefore need to know a few things about the game's code. And this is why updates to the game's executable will often mess up a DLL mod.

SKSE offers the so-called Address Library, which contains some meta information about the game's executable and can help to work around the problem. But it is not perfect and can fail, i.e. when the changes to the game's executable made by an update are too great. I.e. when functions disappear or code gets merged.

Anyhow, the Community Shaders mod also does not work with the new update. It is a DLL mod, which hooks into the game and allows for the game's shaders to be replaced. Several other mods, which require the Community Shaders are therefore also broken (new lighting shaders, HDR fixes, auto parallax, etc.).

You forget the fact that in this update they managed to forget to include Steam integration.
No... noone wanted this update. This game is alive only thanks to the mods.
