Report a translation problem
First, did you follow the return to vanilla guide to remove the old mod files, which do not disappear if you just uninstall the game?
Second, did you run the game before trying to install the CC mods?
Not actually obligatory, but something I personally would do.
Third, did you update the game to the latest version?
This is important since the Bethesda servers will not recognise any other versions.
Fourth, You didn't try to install Nolvus (or any other mods) before downloading the CC mods did you?
Just to eliminate that problem....
Finally, if you have done all of the above properly, have you looked at the troubleshooting guides in the pinned threads?
Ok I fixed it for me.
I own skyrim SE, but the anniversary edition steam dlc was shared to me through a friends steam family share. Once in game the game refuses to accept the dlc and crashes.
I could go buy the anniversary edition myself and do it that way or,
I uninstall it and sign in on my friends steam account who shared the dlc to me and install the game there and launch it with the dlc enabled. Then it doesn't crash and all the installed dlc content will then be available to launch with when I logged back into my account.
This thread tipped me off on the family share being rejected.

tried this and on the original account that i bought the game and dlc it still crashes when i hit download. im completely out of options at this point
Edit: i took advantage of the steam sale to refund the dlc and remove the game from my account, then I bought the anniversary bundle for the price i spent last night. The game works now. Praise Akatosh
