1. It is called torch.
2. Select and equip it in the inventory, just the same as weapons.

Skyrim does not have our technology so flashlights do not exist.

Perhaps you mean a Torch which is what some cultures call their flashlight. But in Skyrim a torch is a traditional one with fire.

There is also a spell Magelight.

Unless you used a mod to invent flashlights for the game, then what are you talking about?
