The HID gamepad driver you saw is actually just a universal driver suite that comes with Windows.
-disappearing dialog menu's when clicking
-sticky dialog menu (hover over not working)
-webbrowser scrolling on the 2nd monitor while scrolling in skyrim
Go to settings.
Find the tickbox for controller
untick it
write a note to steam explaining that tick is a word and correctly spelt so they don't need to highlight it when writing a post.
Play the game.
In game, go to options, turn of the controller settings, close the game, double check the config file to make sure it's off.
That took like 2 seconds to find.
I may be wrong, but maybe check your settings within your PC - like xbox-Gamebar and stuff alike. You said steam is detecting a controller - so the fault shouldnt be skyrim but your pc/steam/xbox-gamebar.
For the Webbrowser/2nd Monitor head to mouse settings for windows and turn off "scroll inactive window" or something like that in windows-settings. It's a newer 'feature' from windows that doesnt really work for many games and when you use a second monitor
