Three big story mods integrated into Skyrim are listed as completed, too (I know Wyrmstooth and Falskaar and I can recommend them).
I'm still hoping I will be able to play Skywind (Morrowind remake) some day...

The setup is that you are not the DB, the DB was beheaded at Helgen, Alduin and the dragons have more or less laid ruin to Skyrim - you are the only survivor.
No quests, no NPCs, no functioning cities or towns…just you exploring and trying to survive in the wilderness.
Its modular though, so there are options to add things like more hostile creatures and monsters, other survivors, and some quests.
Other than that, Enderal is the only mod I know of that’s released and complete and truly turns Skyrim into something else entirely.
Skyblivion and Skywind are in the pipe, but it still could be years before either of those releases (Skyblivion is set for 2025).
Some large new lands mods may appeal to you too if what you’re seeking is new areas, new quests, new NPCs, etc.
Off the top of my head these are some mods that add new world maps and new quests/activities that’ll eat up hours of your time:

B. I believe what MicroPiggie is asking is whether or not purchasing the standard Special Edition or the “Anniversary Edition” (Special Edition + Anniversary Upgrade DLC bundle) makes a difference.

I’m 99.99% certain that none of the mods I named REQUIRE the Anniversary Upgrade DLC - they should all be playable with just the standard Special Edition of the game.
