If your game is a recent installation and there are no mods, perform a file verification. From the Steam library, right-click Skyrim SE > Properties > Installed Files > select - Verify Integrity of Game Files.
It is Whiterun being Whiterun. There is just simply too much there. Too many spawns. And when Skyrim Immersive Creatures gets in the mix SOMETIMES. One thing is one too many.
My ADVICE. Go play somewhere else in skyrim for a day or too. Don't wait or pass time. Just go somewhere else until cell reset then go back and try again if you REALLY need to go that way.
Its simply too much. Giant's, Mammoths, Undead, Ghosts, Bandits, Wolves, Sabercats, Trolls, spiders and whatever else is added in by mods. Its just too much some days.
That's not even counting deer, elk, foxes and rabbits and most of the above chasing them.
I quick save like it's an addiction whenever I'm approaching or in the Whiterun area. The crashes don't happen often, but when they do, it's always inconvenient and I'd rather lose only a minute or two than possibly an entire trip's worth.

If you can, in the Immersive Creatures MCM screen with the Animals, Creatures, Ore Golems configuration there is in the Upper right of the page, an additional spawn. Try dialing it down from 3x to 1x. I have been doing that for the last 6 months. It doesn't eliminate all whiterun crashing but I have noticed less.
I don't know if it will be noticeable to you you or your situation. You seem to have a lot more mods (Graphics stuff especially).
Some other general advice. Try to do Manual saves. Don't rely on Auto or Quicksaves, when saving try to be stationary. This is just good housekeeping stuff.
No, it just takes up space in Documents/My Games/Skyrim Special Edition/Saves.
Manual saves are more stable. Having several backed up also protects you when making mod changes that result in a crash. You can just return you mods to a previously stable setup and load a manual save that was made at that time.
I have tried previous saves and CTD continues to occur in that area.
When testing, do NOT use your current save! Create a test character (patron of an inn, Bannered Mare). Head directly for the area around Sleeping Tree Camp and see if it crashes.
It's called: Whitepeak Tower - Dawnguard Themed Player Home (SE) - RU
I tried removing several mods and realized that this tower is near the area where the CTD appears.
Now the problem is if I get rid of it will it corrupt the game? Uses assets from the base game.
No, removing a mod that uses base game assets will not corrupt the game.
However, It will make it possible for the the current save file to become corrupt as it is advised to not remove mods mid play through. This is due to mod assets being baked into the save file. When removing mods, you would need to roll back to a save before the mod was added, or start a new game.
