A) Didn't install the requirements correctly, if at all
B) Are missing some kind of patch
or C) You installed the ENB via a mod manager, which is wrong.
Also can we get a link of that enb, because the nexus came up empty
ENB should be independent from game patches and just work out of the box. My best guess is you forgot to go into your game launcher and turn off anti aliasing among the other settings that you usually turn off since ENB will reapply the post processing on-top.
If you still can't get it working after all of that, just stick to reshade.. there's one on ESO nexus modpage called Plushenko Reshade. It's inspired by the Plushenko ENB preset for SSE, manually adjust those reshade values to .300 and .400 respectively and you'll have a reshade that mimics ENB very well which WAY better performance, also compatible with the Skyrim Upscaler which is a plus for more performance which can be combined with Display Tweaks SSE to unlock the framecap to your monitors refresh rate without breaking the physics engine.

This enb setup has a LOT of steps and requirements. I suggest you go back and doublecheck that you followed the directions PRECISELY.
Take another look at the Berserkyr installation steps. Be sure you have installed the base requirements in order:
1. ENB Helper
2. ENB Helper Plus
3. EVLaS
4. NAT.ENB - ESP Weather Plugin v3.1.1C - Fixed
5. Lux Via (full mod or resource pack; the full mod is recommended)
6. Lux (make the recommended selections from the Berserkyr install)
7. Next, you will need the current ENB resource files from the ENB website. Only two of the files, 'd3d11.dll' and 'd3dcompiler_46e.dll', can be dropped into the game folder (not the Data folder).
8. Manually download and install all of the contents for 'Berserkyr ENB' directly into the game folder (same location as the ENB files above).
9. Use your mod manager and install the 'Berserkyr ENB - Plugin' file.
There is a chance you may need to start over with a clean install. Luckily you have a fairly short mod list. If this is the case, I recommend using the following guide to start fresh if that is necessary.
