ESO is the closest, it's Skyrim mmo-ified. You can even travel and quest around Skyrim, entire DLC's take place there. Plus it's really cool seeing what Skyrim was like a thousand years prior and visiting locations shared between the 2 games.
Enderal is literally a whole different game built on Skyim's engine. It offers an extremely different experience, it's nothing like Skyrim. But it is very good.

NV isn't even by Beth, let alone Todd.
Total Conversion mods are where it is at. Even Starfield is a total conversion, more or less.
The closest equivalent is an unfinished pre-alpha Adults Only title also available on Steam.
It's a bit of a stretch but maybe Witcher 3 would be to your liking?
If you haven't played that one yet i mean.
Of course, there are games that are a greater bug fest, but they're not Skyrim clones.
Cyberpunk 2077 is also an option if you don't mind how demanding that game is.
And the fact it's almost as buggy as a Bethesda game too xD
It doesn't seem to lack fun content and replayability not by a long shot.
Unless you looking for specifically a fantasy game. C2077 is not one then.
