Searching for mod - NPCs with Arcane Blacksmith perk

Im lookign for a mod that gives certain NPCs (blacksmiths?) the Arcane Blacksmith perk, so they can improve magic armor and weapons and whatnot and offer that service to the player for money or quests or something.
Preferably compatible with Ordinator and doesnt alter leveled lists or something

Edit: I'm not sure about arcane blacksmith perk being applied to the NPC's. Please take a look and see if either have the ability.

Temper Enchant needs bashed patch, doesnt get updates anymore and is dependent on a mod that needs the proper skse version, but has all the features im looking for mmm
Honed Metal seems even better, read an older post before that didnt sound so good, but readign the description about max compatibility is amazing
